Position is a full-time Director, REM Policy and Quality Management to work at EAH Corporate in San Rafael, CA. Qualified Candidates will have a Bachelor’s degree in business administration, finance, urban planning, real estate, or related field, or comparable combination of education and experience. Graduate degree in real estate, finance or urban planning may substitute for work experience. 6 - 8 years of real estate or related property management or property operations experience, preferably at an affordable housing development and/or management company. Salary range: $125,000 - $220,000 per year; hiring range for new employees is generally $125,000 - 172,500 per year, DOE. Please note an offer will take into consideration the experience of the final candidate and the current salary level of individuals working at EAH in a similar role.

POSITION OVERVIEW

The Director of Real Estate Management Policy & Quality Management serves as the department’s central authority for policy creation, revision, and enforcement. This role is responsible for maintaining the integrity, consistency, and accessibility of all policy and procedure manuals across the real estate management (REM) department. Acting as a strategic partner to all departments, this position ensures that policies and procedures are aligned with operational goals, regulatory requirements, and industry best practices, while driving process efficiencies and clear role definitions.

RESPONSIBILITIES

Policy Development, Implementation & Maintenance

  • Serves as the gatekeeper of all property management and facilities policy and procedure manuals, ensuring content accuracy, clarity, and alignment with regulatory requirements, management contracts, and organizational objectives.
  • Develops, implements, and maintains policies and procedures for REM operations. Updates policies and procedures in collaboration with subject matter experts and departmental leaders to ensure increased efficiencies and inclusion of industry best practices.
  • Ensures REM policies and procedures align with organizational goals, regulatory requirements, and best practices, and are compliant with applicable laws, regulations, and industry standards.
  • Creates and implements communication and/or rollout plans for updates to existing policies. Ensures successful adoption of new policies.
  • Maintains a centralized, easily accessible policy repository and manages version control to ensure staff are working from current guidelines.
  • Ensures policies are compliant with applicable laws, regulations, and industry standards.

Collaboration & Stakeholder Engagement

  • Partners with department heads, site teams, and corporate stakeholders to identify operational gaps and inefficiencies.
  • Manages and aligns workflows on overlapping areas and promotes consistency with cross-departmental onsite operations.
  • Facilitates inter-departmental working groups to align processes, define roles and responsibilities, and ensure seamless implementation of new policies.
  • Act as a liaison between leadership and staff to communicate policy changes and gather feedback.

Quality Management & Continuous Improvement

  • Establishes and maintains quality control measures to ensure policy adherence across the organization.
  • Conducts periodic reviews, audits, and assessments to monitor compliance and identify opportunities for improvement.
  • Assists Facilities team with reviews, approvals, and negotiations of contracts with vendors and professional service providers, maximizing short- and long-term benefits.
  • Represents REM as the business subject matter expert on the use of relevant business systems and partners with IT and BS teams to configure, support, select and implement systems.
  • Works in partnership with REM leadership and Business Systems team on the development and management of appropriate operations metrics, reports, dashboards, and tools to make data driven decisions.
  • Tracks, analyzes, and reports on policy-related performance metrics to drive continuous improvement.
  • In collaboration with the Director, Talent Development develops training content for REM staff on policies, procedures, systems, and new initiatives. Leads training sessions, workshops, and orientations to ensure all employees understand and apply policies effectively.

Strategic Leadership

  • Contributes to the overall strategic leadership, management, and direction of the department. Serves as a thought partner to the SVP and VP, REM on operational improvements, strategy, and initiative scalability.
  • Stays informed on emerging trends, regulatory changes, and best practices in property management policy and quality standards. Researches, investigates, and analyzes affordable housing management industry trends and developments, and in accordance with these trends/developments, prepares forecasts, action plans, and recommendations.
  • Identifies and mitigates risks with respect to residents and third parties.
  • Provides executive leadership with recommendations for strategic improvements to organizational policy framework. Recommends best practices.
  • Champions a culture of accountability, efficiency, and excellence throughout the organization.

Other Duties

  • Actively participates in EAH’s Injury and Illness Prevention Plan.
  • Regular and predictable attendance.
  • Other duties as assigned.

QUALIFICATIONS

DESIRABLE ADDITIONAL QUALIFICATIONS

  • Yardi experience, preferred.
  • Industry certifications preferred, ARM, CPM, COS, TCS, SCHM, etc.

CRIMINAL BACKGROUND CHECK REQUIREMENTS

EAH Housing conducts criminal background checks on all candidates who have received a conditional job offer. Once you have received such an offer, you will be required to submit and pass our criminal background requirements. EAH also verifies education and employment history. Any verified discrepancy (resume or online application) may delay your background check results and/or affect your eligibility to work at EAH. Please be advised that certain roles may also require fingerprinting due to legal requirements.  If onsite housing is a requirement of the position, any household members over 18 years of age who will be living onsite with the candidate must also undergo a criminal background check and tenant screening.  Satisfactory completion of background check and fingerprinting requirements is a requirement of employment with EAH.  

DRUG TESTING

EAH Housing requires all candidates who have received a conditional job offer to submit to drug testing within 72 hours from acceptance of our job offer.  EAH Housing does not test for marijuana/cannabis. Satisfactory completion of drug testing is a requirement of employment with EAH.
