About the Opportunity:
The IT Policy Privacy & Data Senior Specialist will be a part of DES, ETS, Security, Policy and Data Management team. You will be responsible for providing leadership and support for Information Technology policies, IT privacy and Information data strategies for the agency. The position provides technical leadership and expert consultation regarding how data is used, retained, processed, and stored to include all business and enterprise applications. This position serves as the Agency Records Officer and is responsible for advanced knowledge on the legal requirements for data management, IT data governance model, and IT privacy policies. This position is responsible for enforcing IT privacy, data and policy regulations in all aspects of business and provide guidance on compliance matters. This encompasses the process that governs how data is managed, to include administering, supporting, and maintaining effective records and technology information management for the Agency while serving as the technology privacy and policy officer. This position works directly with technology business leaders and program managers across the agency.

Duties

Some of What You’ll Enjoy Doing Includes: 

  • Develop and manage IT governance process, procedures, and standards.  for conformance with agency and statewide policy, and data compliance requirements
  • Work with agency business partners and IT teams to create and update IT policy for conformance with agency and statewide policy requirements.  
  • Collaborate with agency business partners, external stakeholders, and IT teams on a regular basis
  • Establish IT Privacy and data policies that align with regulatory requirements, industry standards, and organizational objectives
  • Develop and implement risk assessments for IT privacy and data compliance 
  • Serves as the agency ARO under RCW 40.14 and is the liaison to the SOS/State Archives
  • Responsible for coordination, training, development of process and procedures for all DES program records coordinators. 
  • Leads, facilitates, or participates on governing boards, agency projects and statewide enterprise groups
  • Responsible for staying current and understanding the latest privacy laws and how they affect Information technology data to include privacy legislation and best practices
  • Responsible for handling all privacy and data protection queries for enterprise applications, cloud applications to include AI requests and implementations
  • Create and run training sessions for agency staff 
  • Create, update, and maintain technical documentation

Qualifications

Required Qualifications

Option #1
Bachelor’s Degree closely aligned with Information Technology or Information Data Management. NOTE: Additional qualifying experience can substitute on a year for year basis for the education requirement.
  • Four (4) years of experience working in the information technology field or related field.  
  • Four (4) years demonstrated experience with maintaining and developing strategies for effective information data management.
  • Four (4) years advanced knowledge in writing, research, technical analysis, presentation development/delivery, meeting planning and facilitation.   
  • Four (4) years demonstrated experience with data compliance and management of technology policies to include MS cloud governance and strategic data management.
  • Two (2) years of advanced knowledge and experience with State and Federal data management rules.

Experience may be concurrent.

Option #2
Qualifying experience of Eight (8) years in the following areas

  • Experience working in the information technology field or related field.  
  • demonstrated experience with maintaining and developing strategies for effective information data management.
  • advanced knowledge in writing, research, technical analysis, presentation development/delivery, meeting planning and facilitation.   
  • demonstrated experience with data compliance and management of technology policies to include MS cloud governance and strategic data management.
AND
  • Six (6) years of advanced knowledge and experience with State and Federal data management rules.

Experience may be concurrent.

Desirable/Preferred Education, Experience or Certifications:

  • Bachelors or Master’s in Archives, Records Management, Library Science, or Information Science

 Certification: 

  • Certified Records Manager or Certified Records Analyst
  • Information Governance Professional
  • Certified Information Privacy manager
