POSITION SUMMARY 

The HCV Program Enforcement Specialist will assist the Housing Choice Voucher (HCV) program through research, review and reporting of HCV enforcement cases that require a higher level of review based on CHA and HCV regulations, policies, and procedures. The Specialist will review Intent to Terminate notices, Informal Hearing processes, Repayment Agreements, and other areas of program compliance and enforcement.  Other responsibilities include assisting, reviewing, and presenting justifications for terminations and reinstatements to the HCV program.   Specialist will act as a liaison for case-specific program complaint inquiries from internal and external sources.  With approval of HCV Participant and Owner Manager, the Specialist will provide directives for case-specific corrective action to HCV contractors.  Specialist will gather, track and report on Enforcement case data and trends.

DUTIES AND RESPONSIBILITIES

  • Review HCV processes, reports, tracking systems, and other resources to ensure compliance with CHA guidelines and processes, including Sales Force cases, Zero HAP, Enforcement, Owner Suspensions, and case-specific reports.   Provide reports as required.
  • Review Participant, Owner, and Applicant inquiries, complaints and/or escalated cases and prepare detailed report and recommendations for corrective directives based on research of documentation, program regulations, policies, and procedures.   
  • Assist enforcement team with research, background checks, and will present policy-supported recommendations to CHA Administration, Legal and Office of Inspection General (OIG). 
  • Work closely with HCV administration team members and various CHA departments, including Legal, Office of Inspector General and HCV Contractors to assist with improved customer service and program compliance. Monitor cases to closing and assure systems are documented.   
  • Responsible for enforcement data collection, enforcement QC metrics review and compliance, and reports on activities and trends. 
  • Assist with program-related trainings including enforcement procedures and process updates, as required. 
  • Serve as a support to HCV Administration team. 
  • Other duties as assigned.

QUALIFICATIONS

HCV Program Enforcement Specialist requires a minimum of two years transferrable work.   Previous experience with Public Housing Authorities, the U.S Department of Housing and Urban Development (HUD), state, and/or local regulations governing Housing Choice Vouchers or rental assistance is a plus.   

BA preferred in social services, criminal justice, public policy or related field or a combination of education and professional experience.   

The position requires skills to independently adapt, interpret, and apply written guidelines, precedents, and standardized work practices to a variety of unprecedented or problematic situations.   

Candidates should have excellent verbal and written communication skills, as well as the ability to work independently and as part of a team while exercising good judgment and a demonstrated ability to problem solve, plan, and organize.

The individual assuming this role will interface with a range of stakeholders, including Participant families, property owners, property management agents, as well as CHA, City, and HUD staff. Selected candidate must have the ability to work with people effectively and professionally from diverse backgrounds including those with sensitive backgrounds.   Must be able to maintain discretion and confidentiality.     

Must be a self-starter with excellent time management skills, as well as able to problem solve and meet critical goals and tight deadlines.   Position requires high proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint), Yardi, Microsoft SharePoint and CMTS (Sales Force).   

Employee is required to test their knowledge of HCV regulations and to demonstrate an 85% or greater achievement on certification examinations within 180 days of hire.
