Description of Work

The primary purpose of this position is to analyze complex data and information on North Carolina's criminal justice system into meaningful insights that help local, and state leaders make data-informed decisions regarding program needs, policy, funding, and strategic planning.

Specific responsibilities include:

  • Planning, organizing, and conducting criminal justice analyses utilizing appropriate data sources, valid research methodologies, comprehensive analysis, and articulate presentations of relevant findings.
  • Documenting data requirements and processes and ensuring data quality.
  • Leading and collaborating with team members in data and statistical analysis, with demonstrated knowledge of data management and statistical software such as SAS. 
  • Drafting, reviewing, or modifying the design and format of information disseminated by CJAC on salient crime and criminal justice issues for reports and major plans of the Governor's Crime Commission.
  • Assisting GCC committees, policymakers and stakeholders as they formulate policy and programs.
  • Establishing and maintaining collaborative relationships with local and state stakeholders and data contributors.

About the Governor's Crime Commission 
The Governor’s Crime Commission (GCC) serves as the chief advisory body to the Governor and to the Secretary of Public Safety on crime and justice issues. GCC also serves as the State Administering Agency (SAA), the executive branch agency designated to apply for federal criminal justice funding from the US Department of Justice on behalf of the State. The Criminal Justice Analysis Center (CJAC) is North Carolina's Statistical Analysis Center and is a member of the Justice Information Research Network (JIRN). CJAC provides data-driven research and analysis of North Carolina's criminal justice system to inform policy, programs, legislative recommendations, and federal funding priorities for the Commission, Secretary and the Governor. CJAC’s development and maintenance of the NC Justice Data Portal is one tool to provide criminal justice data to decision-makers and citizens.

Knowledge, Skills and Abilities / Competencies

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.

Management Preferences

  • Experience designing and/or managing criminal justice research projects.
  • Experience in database management including all or some of the following: creating consistent data collection methodology, completing data cleaning, developing coding frameworks, conducting quantitative and qualitative data analysis.
  • Experience using applications (e.g., R Studio, SAS, SQL, SPSS, Atlas, and/or NVivo) for combining datasets and analyzing quantitative and/or qualitative data.

Master's degree related to the program assigned from an appropriately accredited institution; OR

Bachelor's degree from an appropriately accredited institution and two years of experience in policy implementation; OR an equivalent combination of education and experience.
